The Thomas More Society set up a nativity scene on the Nebraska capitol's ground floor Monday.
The group received permission for the display after applying for a permit this past summer.
Thomas More Society says the display is a freedom of expression.
In the past, there has been some controversy of religious displays at the capitol.
The Lincoln Atheists have their own display visible in the rotunda as well.
Capitol administrators say the building is public and welcomes people of all faiths.
