A judge issues a warrant for a “Serial Library Exposer" who's been terrorizing women and local families.  This isn't the first time he's skipped his court hearing for the same charge on another incident.

Douglas County Judge Jeffery Marcuzzo issues a warrant for Nathaniel Dixon, 30, Friday afternoon.  He's now charged with failing to appear and indecent exposure.

In January, Dixon is accused of exposing himself to a female employee at the Millard Public Library.  The incident happened while was out on bond for masturbating in front of a woman at the Sump Library in Papillion.

Prosecutors say Dixon has been involved in at least 9 indecent incidents at metro area libraries in the last 2 years.

“He’s causing problems, people who engage in this type of behavior number one is disturbing just by the nature of the offense in and of itself, but when you start to do it in public places like libraries where kids, and families are that’s starting to really escalate behavior.  And it’s starting to be cause for concern for law enforcement and prosecutors when you’re seeing the same type of behavior over and over again when a person like Mr. Dixon is showing no indication that he wants to modify or change his behavior,” said Omaha City Prosecutor Matt Kuhse.

Dixon recently served the maximum 6 months in Sarpy County for indecent exposure and failing to appear.  Indecent exposure is a misdemeanor that doesn't require sex offender registration, and can't be enhanced.

Kuhse says Dixon likely needs mental health treatment.

"He's acting on impulses, he's acting on urges. If he was a rational thinking person he wouldn't do this to begin with whether it's a felony or a misdemeanor,” Kuhse explained.

3 News Now went to Dixon’s last known address at an apartment near 126th & W. Center Rd. but no one was home.
