If you have been through Council Bluffs recently you have seen Phase 2 of 5 in full swing on West Broadway and local businesses are feeling the affects.
"It hurts," Don Jones, the owner of Jonesy's Corner and Jonesy's Appliance, said. "My drive coming in is closed, they have use Avenue A or the alley."
The problem isn't new and it is far from over, but neccessary, according to Council Bluffs Mayor Matt Walsh.
West Broadway hasn't been rebuilt since 1949 and some of the water lines under the street are more than 100 years old.
So as construcition continues, local businesses are still hopeful.
"Progress takes time and I know it's going to cost me money at at the applaince store and the restaurant, ya know, but, there's nothing really I can do about it," Jones said. "It's everyone else too, I'm not the only one."
