Omaha Police announced charges for 66-year-old Rafael Hernandez-Lopez, who they say hit and killed 34-year-old Ahn Tuan Phan and kept driving.
The Douglas County Attorney's Office charged Lopez with leaving the scene of the crash and driving without a license.
The incident took place in October.
