Police have identified a man found dead inside a car outside OPD's Northeast Precinct early Thursday.
At about 1am Thursday, an officer noticed a car in the precinct's parking lot which is just south of 30th & Ames Avenue. He discovered Julio Cesar-Ortega, 29, dead inside the vehicle. Investigators believe he was murdered but haven't said how he was killed.
Police say Cesar-Ortega was assaulted at a different location and drove to the precinct. No arrests have been made or suspects have been identified.
