Lincoln Police made an arrest in an unusual crime spree in targeting women on Tuesday.
The man appears to have a fascination with women's feet.
He waits under the vehicles until they returns and reaches out and touch or grab their feet.
Lincoln police arrested 20-year-old Jesse Johnson Tuesday after they say he hid under a woman's car.
Officials say Johnson grabbed her ankles.
The woman was not injured and officers caught Johnson a short distance away from the incident.
Authorities say they cited Johnson four times in the past year for similar incidents.
Johnson faces disturbing the peace charges.
