A controversial measure on immigration is heading for a vote in Scribner.
The ordinance would prohibit renting homes or apartments to people in the county illegally. The Scribner City Council voted 4-0 Monday night to send the issue to a public vote in the fall.
The city is preparing for an increase in residents who work at the chicken processing plant in nearby Fremont.
