A German pharmaceutical company says Nebraska should not have received a death penalty drug.
A spokesman for Fresenius Kabi says the Nebraska Department of Corrections was able to buy potassium chloride in 2015 only because a U.S. distributor made a mistake. The company tried but failed to get it back.

Opponents say shield laws make it easier for corrections departments to mislead companies about how they will use the drugs. Supporters say companies should not be allowed to dictate how their products are used after they are sold.
