Kobus, had been with the OPD K-9 unit since 2008, was shot and killed during a long standoff in January 2016 that started when deputies tried to serve a mental-health order on 59-year-old Mark L'Heurex. SWAT team, the FBI and OPD had used multiple tactics before sending in Kobus.
The loss was felt throughout the department and mourned by the community; his memory honored by national organizations.
