Developers want to transform the site near 36th and Farnam into a mixed-use Blackstone Corner apartments and shops.
The project calls for more than 100 apartments and retail space.
The city council is looking at giving $2.8 million in TIF money for the project.
A first reading on the proposal is scheduled for Tuesday.
