HAMBURG, Iowa. (KMTV) — Many farmers blame this levee -- and the Corps of Engineers -- for the disaster that struck the town of Hamburg, Iowa.
The levee used to be 5 to 7 feet higher -- hastily raised during the flood in 2011.
Some think leaving the levee as it was could have helped the town... but the Corps thinks waters would have rushed over no matter what.
