Julio Cesar-Ortega, 29, was found dead Nov. 9 at the OPD Northeast Police Assembly after an officer returning to the precinct noticed a car parked in the lot. The officer approached the vehicle and found the dead man inside the vehicle.

The death was investigated as a homicide, according to the initial police report. During the investigation, detectives said they determined the main had been injured elsewhere, then drove to the station, where he died.
